By Stephany Nunneley

During the City of Heroes panel at Comic-Con, Paragon Studios’ lead game designers Melissa Bianco and Matt Miller along with art lead David Nakayama, development producer Nate Birkholz and community manager Andy Belford chatted with attendees about the MMO going free-to-play, and going under the new name City of Heroes: Freedom.

The panel began with a round table on the new Issue 21 content update, Convergence, and the game going free-to-play. Both will arrive at the same time, and Miller explained to the audience what each different subscription to the game will offer.

The Paragon Market was also discussed, and this where Paragon sell items where the F2P folks will buy goods for all character types. It will be updated weekly with new goods.

A tutorial will start off folks new to Freedom in an updated Galaxy City. Free players will star their career in a neutral state, before eventually becoming a villain or hero.

Atlas Park has also been changed around a bit, with revamped missions, and more graphical pop for the buildings.

Finally, in update 21, players at levels 20-25 will have new content, there will also be new villian groups, a Seed of Hamidon world event, and new weapons and duds.

You can check out all the pertinent panel notes on the MMO over on Gamespot.

CoH: Freedom is expected to go live before the end of the year, and you can watch a video for Issue 21 below.
