The Destiny 2 beta can be accessed by anyone, regardless of whether or not they’re PlayStation Plus or Xbox Live Gold subscribers, but not all content will be available to all.
Bungie confirmed today that PlayStation Plus, or Xbox Live Gold are required if you want to play the Inverted Spire strike, or any of the Crucible PvP modes. These modes offer matchmaking, which is why a subscription is required.
The Homecoming story mission, however, is only playable in single-player. For this reason, even those with no subscription can still play it. That said, you will still need to be online for all activities.

This may seem obvious, but betas for other games have worked differently. Some games offer full access to multiplayer content without a need for Gold or Plus, while others do not.
The Destiny 2 pre-order beta starts later today on PS4, and tomorrow for those who pre-ordered on Xbox One. The floodgates open on Friday. As for PC, expect the beta to go live late in August.
